Seems like it, especially the networking sector.
As for fair value, it's very hard to say. We certainly do not see fair value in stock such as amzn, yhoo and ebay. IMO, ciena is in the fast growing market and it is fair to say the market will grow 50% for the next two years. Assuming that Ciena follows this growth, the fair value will be this estimate times growth, and that is 0.80x50 = 40$. Because, Ciena has some bad records, it'll probably not get that 40$ premium, so, IMO around 30$ is a fair value.
