The article displays a rather dubious logic. I suppose we should
go out and stock up on money-losing semi chip manufacturers, in the hope that they can post a slight profit for a few months in '99.
Suppose we had the following:

120 124 ..... 80 85

Then by the simple virtue that the level of the second two numbers
is much lower than the first two, coupled with a slightly greater difference on the second two, gives a 6.25% = 85 vs 80 which is 88 % better than 3.3% = 124 vs 120. During production of the 120s which is the presumed "normal" level there was an over-supply due to production pressures by Korean companies to stay afloat, etc. etc.
Forecasting a "boom" period based such a month-over-month fluctuation is clearly the folly induced by the hot Arizona autumn. The fact that this type of lathered press release could be offered as rationale for pumped-up equity prices and reposted several times on SI says more about the health of the market. As corollative evidence, witness the attack on any mild criticism of these peyote analysts. Yes it was a good crop in Mendocino this year, I take it.
