Their QOS story is IP Navigator. This is not scalable, just check
those who have tried to implement it, and they do not have the years
of routing code expertise to make it so. They have mickey moused OSPF
code to do the routing, in a world that runs BGP4 for connectivity and
policy controls (not to mention scalability).

Applications run through IP to get to an ATM cell. The queueing must
happen at all levels. IP is in, TDM is out along with its associated
overhead.
