Oh yes it can if :-

1. Japan has tangibly bottomed and is starting to really do things like spend and fix the fiancial sector

and

2. The seven major OECD countries put a 100bn boost behind a revamped IMF and get together to do a new 'Bretton Woods'

3. A little stability returns to Washington by the Dems having a slghtly better result in the election than the GOP.

All three of these things seem to be hapenning.
