I don't know about NYC but here in Colorado you can get a photo ID from the DMV even if you don't drive. You can register to vote at the same time if you want to.

Yes, in NYC as well you can get a photo ID from the DMV which is not a drivers license. However, I think that subjecting people to the DMV (and their often horrible lines) in order to vote is a bit tough. I think if you are going to require photo ID's then any government issued photo ID should be acceptable. Which includes drivers licenses. I think that the registration places should probably be required to go into the business of issuing photo Id's as well. Would cost some money. Not all that much though.

Michelle - Let's be more sensible about this - California has more cars than people. Just because you don't have a car doesn't mean you've never gotten a driver's license. If you want a bank account you'd better have ID.

The percentage of people who don't have a driver's license or picture ID because they don't drive is tiny compared to the number of people who don't have one because they can't legally get one and shouldn't be recruited to vote.
