Wink answer
Wink and ACTV are extremely different applications. Wink allows broadcasters to
send data in the video signal which can be reproduced as graphics or text from a
graphics chip inside the cable box. This also enables back channel
communication from the user, through a modem or the cable plant, back to a cable
head end server.

ACTV offers a new kind of experience while watching television -- the ability to
interact with the program itself -- what we call (for lack of a better term)
"individualized television." Instead of accessing additional information, ACTV
enables you to get a completely different kind of television programming.

Put simply, Wink is data, ACTV is video (although the video could include
graphics, text, etc.).
