The Financial Post reports in a feature Perspective story in its Thursday edition that Michael Johnson was brought aboard to clean up the reputation of the Vancouver Stock Exchange, but now the very brokers and promoters who wanted him are trying to rein in the hard-nosed manager. Reporters John Schreiner and Drew Hasselback say that Mr. Johnson is under fire for the red tape and lower trading volumes at the VSE. The story leads off by saying that although it took the VSE and the British Columbia Securities Commission 15 months in 1985 to catch on to the Carter-Ward scandal, such manipulation would very likely be caught in 15 minutes by the VSE's eagle-eyed compliance department. A growing number of promoters and brokerage firms have begun to complain that the VSE has gone too far with its no-compromise regulation, to the point that listings and business are being driven elsewhere, including the unlisted market and the Internet.

The Financial Post reports in a lead business story in its Thursday edition that stock promoters are pressing the Vancouver Stock Exchange to merge with the Alberta Stock Exchange. Reporters John Schreiner and Drew Hasselback say that brokers and junior mining executives are demanding that the VSE relax its squeaky-clean regulatory approach and consider a dramatic restructuring, including a possible merger with the ASE. Haywood Securities president John Tognetti says he thinks the problem with the VSE and with the British Columbia Securities Commission is that they have regulated so hard, they have gone beyond the call of duty. He says they have thrown out the baby with the bathwater. One broker, who demanded anonymity, says the rules and regulations put in to get rid of the bad people have buried the good people. ASE president Thomas Cumming says he is not interested in a merger with the VSE.
