Looks like the seller at under 15 finally ran out of shares. Ran right from 15 to 16 in a heartbeat. Amazing. And after wallowing in single digits for much of the summer. What a relief.

Sorry. Information slightly inaccurate. As pointed out by others already, the share buyback is as good as passed having gone thru three rounds in Parliament.
Needs President's signature which is expected within the week.
