I've been having the same problems with Brown the last 2 days.

I can't place trades at the open on the web or reach their customer service.

I can respond to this. I just opened my Brown account, transferring
my entire (former) account. I called them yesterday to find status
of that transfer, they were very helpful, patient, and told me
that the transfer had just completed. They gave me my
account #, web-site login name/password, and I was off and
running. That's my only contact so far, but it's been very
favorable. They also mentioned the recent computer upgrade.
