NEWS RELEASE #178 November 16, 1998 VSE:EWK.V Earthworks Industries Inc.("the Company") reports that Pacific Waste Services (PWS) - formerly James A Wyse, Inc. - has negotiated to increase its interest in the waste handling Project of Cortina Integrated Waste Management Inc.(CIWM), the Company's California subsidiary. Under the terms of the amended agreement, PWS will be entitled to increase its interest in the Project to 25% for a combination of cash and accrued labour costs of approximately $500,000 (US). PWS has invested approximately $450,000 (US) in cash and labour in the Cortina Project as of October 1, 1998, acquiring approximately a 12.5% interest. Since then it has advanced an additional $55,000 (US) in cash towards its increased interest. CIWM is currently completing an Environmental Impact Study (EIS) on the Project - which is a proposed 443 acre integrated waste handling facility and landfill in north central California. The development is expected to be permitted to handle up to 1500 tons of material per day, and with a recycling center, have the ability to handle close to 30 million tons over the life of the landfill. A preliminary draft of the EIS is expected in the next few days. A final draft, which is expected within the next few months, is potentially the last phase of permitting prior to regulatory approval. PWS is a well respected and experienced Western United States solid waste facility operator, engineering, and construction firm. It holds a right of first refusal to be the operator and manager of the Project once it becomes operational. PWS has, as CIWM's principal engineering consultant, been involved in the design and marketing of the Project since its inception and has continued to increase its stake in the Project throughout this period.
