Sorry, Larry. I'm not too bright about this stuff, and I don't follow. If we shine a flashlight down a pipe, does a receptor at the other end of the pipe care if the flashlight is 10v or 90v, so long as the brightness is the same? That is, it seems to me it would be the frequency and brightness (lumens?) that would matter.

OTOH, if new fiber has a copper "bus" strand imbedded in the cable, to power 90v telephony equipment, maybe that's what they're talking about?
