I could understand this happening to a company with only $200,000 in cash. But Cistron has a $13 million war chest which should be protecting shareholder assets. A buyback would and would have rid the manipulation from Cistron's stock long ago.

Not doing one allows Cistron to trade at these pathetic levels...

Why?

You are controlling your temper very well. I think this will explain it: I think, stock prices are based on earnings per share and CIST does not have any.
