Apparantly you mother didn't tell you a story about a bellless neighbor who's house burned while the fireman played cards. A friend of mine tells me that usually the richest guy in a town would foot the bill and ask for 5 bucks or something from everyone. They responded to all fires as far as we know, just the same. Hey, we are basically good and get done what needs done, even without much Govt.
