Speculation about the plan...

Harvey White must have known about the Q/MSFT joint venture.

He goes to LWIN knowing that LWIN will play an important role in conjunction with the joint venture.

Why else would someone leave the position he had at Q in order to run a brand new business that will take years to develop? Too many exciting things are happening at Qualcomm. Surely seeking new challenges isn't the issue. I'm thinking that White and Jacobs are looking at leveraging the joint venture to insure the success of LWIN.

Also, as the previous post points out, the former OmniTracs division fits well with the whole thing.

LWIN could be the service provider of choice for the joint venture and for the expansion of OmniTracs (I forget what their new names is, sorry).

So, LWIN keeps working on these partnerships in developing countries while at the same time working to dominate the wireless data service provider market. Who else is set to provide wireless data services (ISP type service)? Why not LWIN?

Of course given the Q's propensity for understatement I doubt if they'll generate much excitement about the venture. They would announce second coming of Christ as a nice person with great potential who might alienate a few people.

On the other hand, there is MSFT. They would call Ted Kasinski (sp?) today's dominant intellectual with a genius for delivering high-tech messages.
