It's probably your ISP - maybe a 'denial of service' attack by a disgruntled user, those seem popular these days. I have tried SI with 2 service providers, good response on both (sub-second screen changes).

There are lots of other potential bottlenecks, the net is 'non-deterministic' (you can't guarantee response time). A relay point on your route to SI may be saturated, or a link trunk may be down and the re-route is slow or crowded... These things can be debugged but it takes a little effort (you need to capture the complete route to SI, then you need to verify service levels at each point up to the blockage). The easiest way is to try another ISP (especially one in a different geography) and see if the problem goes away.

Bob - You might want to try a copy of NetMedic from the NETA web site. It can help you find out if your ISP is the bottleneck.
