"How the election became a referendum on clinton?" According to USA todays, Republican run the Clinton scandal ad in the last few days before the election targeting some 46 congressional districts. For the 10 seats which Democrats had some advantage, Republican lost all 10. For those seats which were rated tossed up (I did not remember how many), Republicans loss all of them. For the 16 seats which Republican were considered to be winning, they lost 4 of them. On top of that, a Democrat in Washington state who was behind desperately and run ads attacking his Republican opponent for impeachment, and he won. Also, the two senates (from New York and either North or South Carolina) who were among the most persistent critics of Clinton lost. In California, Boxer who was weak going into the election, who openly supported Clinton and whose daughter married to Hillary's brother won her senate seat back, and Greg Davis won the Governorship in a landslide against his Republican opponent whose ad implied that Clinton was lying and not trustworthy.
