Walsh couldn't pin it on anyone. Now why was that? There wouldn't have been an element of obstruction of justice there, would there have been? Not to mention the various immunities granted in the course of Congressional "investigations" that played into the cover-up. It couldn't be that people committed perjury, could it? Elliot Abrams admitted to that one. Walsh thought others higher up had perjured themselves, also, but then there were these pardons when Bush left office.
