A question about split.

I read from AOL's news, Oct 27, 1998:
"On November 17, 1998, stockholders will receive one additional share for every share they own on the record date of November 3."

Base on it, I think only stockholders who are recorded on November 3 will receive additional shares. The additional shares will be received on November 17, 1998. It is also means the additional shares will be able to be traded on November 17, 1998. That's I got from AOL's news.

But someone said, for all buyers who buy until November 16, 1998 before market close will have additional shares.

My question is which one is true?
I ask this because there is significant different price.
If I buy today and will not get additional shares, it will means I buy with two times higher that it should be.
