George, I cited the voucher & charter schools proposals specifically because they have no precedents in the past. Universal public education was in place in this country by the 1890's, I believe, and has been considered one of the major achievements of American democracy.

On another point, why go back 65 years? What for years was the major work on American conservatism was written by Russell Kirk, sometime in the 50's. And then remember the "neo-conservatives" of that era? Today's "conservatives" are very different. (For example, where are the Burkeians? The proponents of an "organic" view of society?) IMO, of course.
