Here are the requirements for a small-cap listing:

Looks like CIST could just scrape by if it did a 15-1 reverse split. That would give it a float of just over 1 million (using Yahoo's numbers, which admittedly aren't always right). That size reverse split would put the bid above $4 (assuming today's price). They also have net tangible assets over $4m.

I have no doubt the stock price would increase materially (after accounting for the split) if the stock made it to NASDAQ.

Liquidity would increase because a lot of institutions and investors won't touch BB stocks (for good reason).
