I am not sure what you mean here but I think I dispute it if you mean that FA takes a back seat to TA in the level of importance when professionals stock pick. But if you mean that some sort of economic analysis, which includes some form of TA in terms of economic indicators, sets an investment strategy first, followed perhaps by an industry analysis, followed by a company analysis, then I might agree that reflects the heirarchy of the decision tree in some cases.
