Yes, both parties should be present. Or presented with an invitation, at least.
Sylver did storm out of the previous arbitration hearing. I wonder if he got an invitation to this hearing and thought that RVSP mean 'Throw Tantrum and Ignore'.

It doesn't follow that just because he doesn't tell you about this that it didn't happen, or that he didn't receive notice. And Sarab did mention it last Wednesday; " By the way, motion to compel arbitration will be decided on Nov. 9 1998." #reply-6283244
