Overloaded gate switches in the ISP system probably. They need to add another switch and/or another access line. Get some of the traffic moved over to a new line.

If you complain they may have an alternative access phone number which very often tends to be an old line that they moved too many people off of when they added a new one (Left hand doesn't know what the right hand is doing).
