Yes, they can, but this is often too much trouble for them, and many are unaware of this choice or how to make it. Fair competition would be when the top computer vendors (e.g. Compaq, Dell, etc) feel free to bundle non-MSFT technology without fear of reprisals from MSFT. Right now, competition is not fair because MSFT controls the primary means of software distribution, putting any other company at a severe disadvantage.

If it is not a fair competition conduct for Microsoft to integrate IE into Win95, then why it is a fair
competition conduct for NSCP to integrate e-mail software into NN back in 1995 when NSCP
had more than 90% of the browser market ?


I never said that it wasn't fair to integrate IE into Win95.
