Still think Nasdaq market makers aren't a bunch of manipulating criminals? The SEC seems to think that is a pretty good description:

Too bad the 1 billion dollar fine is less than .001% of the profits they've made by breaking the law. Just a slap on the wrist, nobody went to jail, and they're right back to business as usual.

It takes things like sending people to jail, as with the junk bond fiascos of the 80s, before attitudes change. This puny penalty simply encourages market makers to continue to break the law..
