So again, I ask you why not. Let's assume that this is normal....then explain to me why there is always such a large delay between passing legislation and his signature. Is this entire system really that incompetent??

There are really only two ways to view these delays (whether they are normal or specific to this bill). One, is that not everything is on the level. Two, that there is nothing funny going on but that the Singapore system is incompetent. Either way it's embarrassing and inexcusable. How long does it take you to sign a dozen checks?? Do you really think it should take weeks to sign bills which Parliament has passed??

Perhaps these types of delays are normal in Asia governments. They sure don't seem to be in any hurry to fix their banking crisis either. I wonder how much of their problems are purely generated by internal foot dragging??
