Europeans not expected to pursue DRAM dumping case against Asians

MUNICH -- The European chip industry is unlikely to pursue any further DRAM dumping complaints against Asian producers, according to the president of Siemens AG's Semiconductor Group during an interview at the Electronica '98 trade show here.

The European Union (EU) threw out the first DRAM dumping case filed solely against Korean memory firms, claiming it was discriminatory to cite only one region of the world. The EU suggested it might be more responsive if the European Electronic Components Manufacturers Association (EECA) added Japan or other countries to their dumping petition.

However, Ulrich Schumacher, the head of Siemens Semiconductor, said he felt adding any other countries to the DRAM dumping case would be counterproductive. "It is obvious that the EU is not very responsive to any further dumping petition. We also get a lot of concern from our major (DRAM) customers. I don't think we will refile the petition."

Schumacher said it didn't make much sense to add Japan to the dumping case, because "they are cutting back capacity and reducing their market share. That isn't true of the Koreans."

The German chip official lauded Micron Technology on the DRAM petition that firm filed with the U.S. government against Taiwan DRAM makers. "It's hopeful that at least one key player is fighting in the world," he added.
