The high level of short on 11/01/98 was the result of Dell appreciating around 50% from the market downturn in early October (in the 40's) to the last week of October (around 60). The market probably anticipate that fast runup will be followed by a pullback. They are ignoring that Dell is superb stock. The longs are happy since those shorts have to be covered and cause a short squeeze.

One rule of thumb: if there is no shares to short, it is a bearish sign.
