Volume will beget volume and profits, so buy AOL and Mindspring, or whatever. I doubt consumers will notice the charge directly though, since it'll likely be eaten by the ISPs as they struggle to get us all signed up. The travesty here is that while the gov't seems to be interested in breaking up monopolies, it stupidly creates them. no doubt somebody pumped a lot flesh and stuffed a lot of pockets to get this done.
