Borzou - bringing the standard of living up for the poor while the birth rates are climbing among the poor is oxymoronic. Even if it were possible to shift sufficient wealth to the world's poor to affect birth rates, we would all be much closer to third-world status than they would be to our previous level.

IMO, there is no simple economic "catch-up" answer for countries and societies that have evolved more slowly than ours.
