No, Starr didn't have any motivation to kill McDougal, but he did have some motivation to make his life miserable. As Starr was quite successful in doing with his (former) wife.

Anyway, what ever happened to McDougal's book? That was all ready to come out? That he managed to write (secretly?) in prison, and suddenly it was gone without a trace? There wouldn't be any innuendo there, either, would there be, Ish? You don't hold with that kind of stuff. And why would McDougal hold out on Starr, who could have cut him a deal, but then go off and write this big secret opus that was going to do in Clinton once and for all?

If it was all a plot within the corrupt Arkansas prison system, why didn't Starr try him in Federal court? Why didn't he take protective measures, if he was so interested? You wouldn't happen to have any evidence to go with your "facts", would you?
