That wasn't the nature of the question. Besides as he has shown to do in other adverse circumstances, when confronted with issues where he is forced to change his position, he revises history by claiming that he was the initiator of the change. The educational system in Arkansas, Balanced Budget, IRS reform, Welfare reform, NAFTA, etc.

The word was that co-president Hillary had turned the schools around. The fact that they were the second worst didn't make the news. It was the year of the woman which at least has been corrected in Illinois.
