Yes -- Yahoo owns its own email technology -- so they can control how much resources get put into making it a good product. Netscape decided to make this a profit center and went around shopping for the best deal (e.g. the company that would pay them the most) to provide email for Netcenter. They chose USA.NET (otherwise known as NetAddress) to build this system. This is a small struggling company in Colorado that has never really caught up with the big players in the web based email space and has now spent most of their money buying a position on NetCenter... As a result they are not in a good position to provide the kind of quality product that Yahoo has.

Yahoo, by the way, had lots of problems with email when they first bought Four11, the company that developed it (originally as RocketMail). But an endless amount of money can solve any tractable engineering problem, and HotMail has definitely proven that email through the web is a tractable engineering problem :-)

As for the general slowness of NetCenter itself... I have no good answer here. Perhaps they need to steal some of Yahoo's engineers... Of course, Netscape isn't very good at keeping talent these days. Well known in the valley as a place to steal people from. Managing a service that operates at the level of a Yahoo, Netscape, Lycos, or Excite is a VERY hard engineering problem -- and one that not very many people have dealt with. Those people are in high demand.
