Not sure about the less than $10,000 reporting requirements.

There is an IRS form on which foreign accounts have to be reported. And you report interest the same way you would report interest, of course without the form 1099 which foreign banks will not provide.

My accountant has that as one of the questions I need to answer on page 1.
