Rob, I have also read that Russia is flooding the markets with oil but was told by another source that the drilling equipment is in a sad state of disrepair and that they have almost total dependance on US technology and equipment to have a large effect on oil production.
If Russia's oil output is as large as they say, they have to have help from US concerns. Are we stepping on our own foot by helping to increase output? I am sure that the distillation and storage is buying all of the cheap oil that they can get their hands on. This will not be resolved anytime soon until the oil industry decides that they too, need to control the buying of cheap oil.

Also, I am suspicious of IEA reports since they are come out of Paris, France instead of the USA.
