I think from a technical perspective, VICL has made a very substantial technical gain over the last 100 days. The chart shows a bottom reversal with a minimum projected target of 18 and probably more.

For those here who dabble in TA it looks as if we have a bottom head and shoulders pattern. This type of turnaround, whether at the top or the bottom, usually signifies a MAJOR directional change.

I am keeping my fingers crossed.
