You don't build a new line for each new "chip", but you do for each new generation, approximately. In general, a dimension shrink involves a new generation of equipment.

As to the 2 year software cycle, that may be what Microsoft starts out with, i.e. Win95-> the OS formerly known as Windows 97. NT4 is 2 years old now, when is NT2K out? Oops, I can't use that one anymore, since Microsoft cleverly renamed NT4 Windows2000. When is NT5 due now?

Win95 was contemporary with early Pentiums, a lot has happened since then in microprocessors. Win98? USB + integrated "free" IE? Plus, you can watch TV on your PC!!! Phenomenal, isn't it?
