Betty, I did not hear Specter today, but I have long felt that the republican fall-back position would have to be what you describe. After all, if one doesn't have the political courage to impeach the president over his perjury, an acceptable fall-back position is required.

Heard some tapes on the radio today. Seems Shumer [the dem winner in NY] was more for impeachment than D'Amato.
