most laws about drinkers, druggers, and serial killers exist for two purposes: 1. To make the non-drinkers, druggers, and serial killers feel like there's some semblance of order in their world, and 2. As yet another way for the government to funnel cash out of the public's pocket through fines, mandatory programs, court processing "fees" etc.... Ever look at our "classless" society and the currency based penal system? Try and tell me that a $150 traffic ticket means the same to the lexus-driving $100k+/yr set as it does to the family of five carting their kids around in a beat-up 1987 Taurus. To the one, it's a laughable event that's soon forgotten. To the other, it could be a week's groceries. Sucks doughnut?
