Actually, while insider selling typically exceeds shorting, the vast majority of the time it is simply the company issuing shares into the float(which is technically a bit different than insider selling).

The question is: What were the shares issued for? Acquisitions? Fine. The rent and the copier and staffing and the light bill? Not fine.
