Andreas--Give Fidelity a call and talk to one of their shorting specialists.

There is no way to short stocks without tying up SOME of your buying power--that would be like eating your cake and having it at the same time.

However, Fidelity will let you short on margin, thus tying up LESS of your buying power. I suspect most brokerages will do this, but Fidelity may have better terms than some--try 1 800 544-8666 and ask for a shorting specialist.
