I believe RAIN is a good value from the fundamental point
of view. The PEG ratio available from of 0.37 is a very
good buy point.

However, looking at the charts, two things appear missing.

1 - A lack of volume is a concern for me.

2 - The price needs to get above the 50 day EMA which is
roughly at todays high.

I am long and will add to my position when the charts look
a little better.

If it responds like it did to the double bottom in April-May, were in for more of the same. Evidently WS is not reading the charts, they still have it a "hold" I'm ready for it to go up. Just don't know when it will happen.
