David - I think Netanyahu has some pressure from folks at home who aren't happy with the Pollard incarceration; Israel is a "nation" of dozens of little constituencies and he is subject to a vote of no-confidence at any time. What that creates is a situation where coalitions have to be cobbled together - and if Netanyahu needed the support of one of those factions to get an approval, it may have been one of the cards he told them he would play.

Now, of course, with the Palestinians still unable to control their most militant crazies, it seems that Israel is going to try and put additional leverage on the WH in order for them to go back to the negotiations. The folks responsible for Pollard's skullduggery may have some residual influence in the peace coalition.
