Not necessarily. That depends upon a couple of factors such as shipping costs, relative cost of production, etc.

Even if a new plant does mean increased expenses in absolute numbers, it doesn't have to mean increased operating expenses as a percentage of revenues.

All businesses have operating expenses... With expansion comes increased expenses... The increased Revenues should cover those expenses... As variable expenses increase, fixed expenses remain constant... This is where economies of scale kick in...
