If there's a buyout offer, then FRO would be "in play". Higher offers may come. I agree that $40 is a bit low. J.P. Morgan has a 12-month target of $38 and Lazard Freres & Co.'s year end 1999 target price is $40.00 per share.

Actually, 40-45 is about what I figured in a buyout, I don't know how to deal with this rumour right now. I am not sure how FRO fits into the scheme of another RBOC, the most likely candidate would be ALLTEL. BEL has a deal with GTE, otherwise I would have easily picked BEL as a buyer of FRO.
