if the product was allowed to be sold freely in the US, and the demand was there, the entire country of brazil theoretically could be converted to grow the tree, bush, whatever, and the cost would drop.

One little problem with this: AZNT doesn't happen to own the entire country of Brazil. In fact, according to their financials, such as they are, AZNT doesn't own any land at all. In addition, I very much doubt whether the whole (very large) nation is suitable for the cultivation of stevia. And so on.

Once again: it isn't true that there's any prohibition against selling stevia-based products in the States...as "dietary supplements".
