Russia Foreign Min Opposes Strikes Against Iraq - Itar-Tass

KUALA LUMPUR (Dow Jones)--Russia categorically opposes the use of force against Iraq, Russian Foreign Minister Igor Ivanov said Saturday, according to the Itar-Tass news agency. He is attending a meeting of foreign and trade ministers of the Asian Pacific Economic Cooperation forum in the Malaysian capital.
He told reporters here that no forcible action can induce Iraq's compliance with the UN Security Council's resolutions, Itar-Tass reported.
Ivanov said the military action against Iraq would lead to grave consequencse not only in the Persian Gulf region but across the Middle East, according to Itar-Tass.
He stressed that the action would have set a dangerous precedent in international relations, or the use of force without the Security Council's sanction, the news agency reported.
"Only the UN Security Council can give in accordance with the charter the sanctions for the use of force," Ivanov said, acording to Itar-Tass.
President Boris Yeltsin, who on November 13 sent a letter to Iraqi leader Saddam Hussein, Prime Minister Yevgeny Primakov and Ivanov, is "carrying out intensive contacts, each at his level", seeking a settlement of the new crisis sparked by Iraq's breaking off the cooperation with UN weapons inspectors. Itar-Tass said.

NEW YORK (Dow Jones)--Iraq is expected to unconditionally reverse its stance against United Nations weapons inspections, under the threat of military strikes by the U.S. and its allies, Cable Network News reports Saturday morning.
Iraq's Deputy Prime Minister, Tariq Aziz, is expected to telephone U.N. Secretary-General Kofi Annan at his home in New York City to relay his country's reversal, according to the 24-hour news network.
The Iraqi government also wrote a letter to Annan to spell out its shift in policy, CNN reported.
As reported, an Iraqi government official said President Saddam Hussein will respond "positively" to a letter in which Annan urged Iraq to comply with U.N. demands.
