Bruce, manipulation is not handcuff city, collusion of a plurality of parties to manipulate is. In essence, you as an individual can find a thinly traded stock, buy a bunch, which will cause the price to rise, and then sell into the ethusiasm created by the rising price. Of course, you run the risk that another investor is simply using your exercise to unload his own shares and then you are "stuck".

We often call that "pump and Dump", particularly when after you bought, you then call all your friends (or enemies) or use boards such as SI to promote the stock (and SI is used quite extensively for that purpose). Those P&D artists are not particularly fond of people that come on their thread and shout "the Emperor is naked".
