Iraq's Aziz/Annan -2: Terms In Annex To Letter Spark Doubts

UNITED NATIONS (Dow Jones)--U.N. Secretary General Kofi Annan said Saturday afternoon Iraq's Deputy Prime Minister assured him that Iraq's offer to restart weapons inspections
was "unconditional."
But, British Prime Minister Tony Blair suggested that Iraq's offer does not transparently promise cooperation without conditions.
A controversial annex to Aziz's letter promising cooperation includes terms some have interpreted as conditions for the resumption of inspections.
However, Annan said Saturday afternoon that Aziz assured him in an earlier telephone conversation "their decision was unconditional and that Unscom can resume its normal work, which should mean inspections and monitoring."
Annan added that Aziz "also indicated that the attached list was for our consideration and there were no conditions."
The U.N. Security Council was scheduled to meet at 5 p.m. EST Saturday to review the Iraqi proposal. President Clinton's National Security Council was also meeting Saturday to determine if the offer goes far enough to avert U.S. air strikes over weapons inspections.
Meanwhile, United Kingdom's Prime Minister Tony Blair said in London that because the Iraqi offer comes with the nine points raised in the annex, it remains unclear whether cooperation is unconditional.
"They are attached to the letter and they are referred to in the body of the letter. They cannot be conditions," Blair said referring to the points in the annex to the Aziz letter.
"And what we all must be very sure of is that the Iraqi position has to be unconditional, not hedged about, not confused, not subject to this point or that point. Unconditional."

U.N. Security Council Needs More Time To Review Iraqi Offer


UNITED NATIONS (Dow Jones)--The United Nations Security Council has postponed its meeting Saturday for 90 minutes to give members more time to review Iraq's offer to allow the resumption of arms inspections, according to a U.S. official.
The council will now meet at 5 p.m. EST to consider Iraqi President Saddam Hussein's offer to rescind its decision to halts weapons inspections. The U.S. has beefed up its forces in the Persian Gulf and threatened air strikes to compel Baghdad to comply.
Iraqi officials say the offer is unconditional, but an annex attached to Deputy Prime Minister Tariq Aziz's letter promising cooperation appears to attach conditions to the Iraqi decision.
"I think just because this document is so convoluted and everybody needs to take a look at it," said the official. "If it was a straight forward we rescind...it would be easy. But its sort of convoluted.
The official said he did not expect Saturday's meeting to produce an outcome, but merely to open discussion of Iraq's offer.
Meanwhile, President Clinton's National Security Council was meeting in Washington to review the offer and presumably determine whether it justifies holding off air strikes, the official said.
"They say its unconditional and these are mere hopes and wishes," the official said.
"That remains to be seen if we agree with that."
