Who are they "responsible" to? NASD = National Association of Securities Dealers. They're doing their job. Caveat emptor.

First and foremost, I absolutely agree "Caveat emptor".

However, using Nasdaq's own Mission Statement, I disagree with your assurtion that NASD is responsible primarily to the Securities Dealers:

Our mission: To facilitate capital formation in the public and private sector by developing, operating and regulating the most liquid, efficient and fair securities market for the ultimate benefit and protection of the investor.

I personally think they failed to advance their professed mission in the case of AVCO.

I think either an earlier halt or no halt would have served the investor better.

I also think that someone who invests in a stock that has already made a one day advance of 400, 500, 600 percent is throwing caution to the wind.
